I have my front plate drilled into the front finish panel, and I hate it.  I'm going to go the platypus route and replace the front finish panel sometime in the future, when I can justify 'needing' to replaced the drilled finish panel.

If you'd rather not worry about the po po pulling you over for a "secondary offense", this has worked great for me for the past two years.  It's a little pricey but does what you want it to.  
You may need to slightly bend the bar connecting the plate to the tow hook, but I tried two other similar plate mounts that have a straight shaft to the tow hook and you can't replace the tow hook cover like you can with this one.
